Poorly made wallpaper with nasty artifacts/dithering and a bad photoshop job done on the hair.

And a major lack of tagging <,<;;;

It's rather good dithering. I find it hard to feliece that's 8bit. The red mask isn't very good, no. Font is no good. Um... don't think she drew it at all?

I now realise the reason it looks like gif compression artifacts is that this is a gif.
