Ok... quick guess is that Sakuya is using silver knives, Shion being a poverty goddess means that the silver is pushed away since otherwise it could be considered gaining 'wealth', and Shou is attracting the knives for the same reason due to her own power of gathering treasure.

Deflecting silver knives introduces a sort of bug into Sakuya's attack, but because it technically stems from Shion's nature as a poverty god, it sort of counts as a passive skill on Shion's part.

The Japanese wikipedia page for Video game exploits defines バグ技 as knowingly using a bug (like an aura of poverty "unintendedly" also repelling silver knives) to your advantage, like you'd see in a speedrun for instance. So it's basically just Japanese for "bug exploit".
