That might be one of the best cases of sameface I saw. I mean, I get it, there is only so much you can do with manga style before it get weird, so you can't give them big lips or play with the nose, but here, except for the hairstyle, the colours of the eyes, and maybe the chocolate elf's skin, you could cut the faces off and flip them and nobody would be able to tell. There's more to a face than the colours of the eyes.

I mean when I saw Fuyuyuki's art I cant unsee Takashi Takeuchi artstyle making Liscia somewhat a saber face

depends on what kinda Manga you going for. I notice more Comedy type ones can have actual different body types and face types. One Piece and Dragonball do a really good job being able to tell different characters apart. Then again, might be cheating since those have different races other than humans.
Overall, I think its a lack of creativity for most artist to suffer from same face syndrome even if you're doing something that is more slice of life and doesnt rely on alien races or something.
Things like different eye style or facial structure you can definitely still do in a "realistic" manga that may be centered in japan or something.
Love Hina does a pretty good job with the main harem girls mostly being really different from each other to not worry about "Same face" syndrome. I think only 2 of the girls might suffer from it.
