    Draining water from the lowlands to the rivers for agriculture (to make the lowlands useable to agriculture since they would normally be below sea level) as well as power for mills and the like.

    To be fair to De Ruyter, vegetables are a better choice for markets than cannabis or casinos, given that the latter two are a niche market... but everyone needs food, and with all those shipgirls to feed, she'd do better milking the Admiral and various shipgirl groups of their food budgets anyways.

    Plus, she might even qualify for a subsidy with her urban farming!

    State legalization doesn't actually matter since the ban of narcotics is from the CS Act, which is federal law and is superior to state law. States are not supposed to protect crime but the feds typically will not bother the state since it allows the feds do have authority to pick someone up who committed a state "legalized" crime whenever they want. This is commonly used by federal agencies in the past decade to get leverage to flip people for bigger crime syndicate busts, or to serve as a CI in risky situations where another CI is too valuable to lose. Basically they become livestock for federal operations, and are an extremely valuable asset as far as intelligence is concerned due to the increasing legal restrictions on local department's abilities to investigate crimes.

    Its Japan, from my own knowledge there's a Urban farming grant, but it's strictly for organic farming which would disqualify this, and a couple of Universities have sponsored enclosed cycle(think space station closed cycle), residential, Aeroponic and Hydroponic farming projects. From what I understand those are strictly university related.

    your Forgetting this is set in Japan, Blunty there Iowa has to come down hard on anyone caught in what is, in Japan, A Crime. Period.

    Under there laws the simple Possession of the drug carries 5+ years jail time, a Massive fine, and a lifetime ban from ever returning to Japan. If she was actually farming pot your looking at a Decade + jail time

    Before Gotland came to the picture, I have had high doubts that we would ever see shipgirls from countries that were, at best, mere footnotes in the history books of the main protagonists and antagonists.     Yavuz, formerly SMS Göeben would probably offer quite a decent choice for a Turkish ship, especially since you can also add in some rivalry with Gangut as well.

    Poland's history is full of ups and downs. Germany, Austria and Russia divided Poland between them in the 17th to 18th century. When the USA entered WW I, an independent Polish state was one of their goals. After the first WW Germany had to give up territories of West-Prussia up to the coast near Danzig for a corridor, that allowed Poland access to the Baltic sea. Since then they got a navy.
