Basically they become livestock for federal operations, and are an extremely valuable asset as far as intelligence is concerned due to the increasing legal restrictions on local department's abilities to investigate crimes.

Its Japan, from my own knowledge there's a Urban farming grant, but it's strictly for organic farming which would disqualify this, and a couple of Universities have sponsored enclosed cycle(think space station closed cycle), residential, Aeroponic and Hydroponic farming projects. From what I understand those are strictly university related.
