It's something I've always wondered. Bikini bottoms are often just as revealing, and sometimes more so, as panties, yet the former isn't considered as embarrassing to be seen in.
However, they seem to be fine with this logic, so whatever provides buoyancy to their respective water crafts.

Some panties don't prevent enough light from passing from one side of the fabric to the other, nor do they behave "appropriately" when soaked in water. Bikinis are (hopefuly) designed with care as to properly address that kind of situations.
