every dick that is circumsized has scarring to some degree. usually it's in the form of a "band" around the middle of the shaft, maybe slightly more towards the head. sometimes, you'll see a penis that is almost two-toned, with the upper end of the shaft that would normally be covered by foreskin a slightly different color due to said scarring.

Just to clarify before removing the 'Foreskin' tag; a depiction of the foreskin pulled down by the same artist(s) is found at post 390571 , where the frenulum is clearly shown.
What Rnzkkn would be correct, however it also appears that the artist or editor, tried to paint over the frenulum in this post, perhaps changing their mind about the penis' looks soon before posting.
It's clearly a circular shape around the penis where the colour persists consistently without indication of skin linking to the glans/head; without there being a linking crease towards the meatus via frenulum, which was poorly attempted to remove somewhere around the last moment and forgotten about, presuming.
