Personally I find it annoying that most girls in Japanese manga/anime are teenagers or children in adult-looking bodies. You would think that it would more appropriate to make the girl characters into actual women in their 20s.

Well, I believe for now, the whole manga/anime industry still has the child/teenage demographic as their greater client base. So for better fantasy insertion, most stories are centered around children or teens. Children and teenagers are hardly ever interested in stories about adults going to college our suffering from overwork in black companies, they don't relate to that.
Younger audiences tend to prefer full physical developed adults posing as teenagers. Something exploited in American series where up to thirty year old actors play as high schoolers.
Also judging by the idol industry, adults still consuming manga tend to appeal for the "pure" / "innocence" of a character. Something that is hardly intact once you are thrown out of the academic world.

I see your point, but I do believe different audiences around the globe are affected by different values based on their cultures. There is no cultural monolith on which to base a global preference to all audiences.
