^I think all wanderer's dogs use Dogmeat's Model... not sure, but i heard it somewhere that they do... plus i once saw another dog with heterochromia, and it wasn't dogmeat. it was a wanderers dog

Artist's tag confirms he intended the dog to be Dogmeat. (I say intended because the dog has no heterochromia.) As for the human, the lack of a pip-boy he(she?) is not the lone wanderer and the artist tag has nothing to indicate it. Removing the lone wanderer tag.

Could be Dogmeat's previous owner then, for all we know. And the wide hips, flat crotch etc suggests it's a her.
