According to Wikipedia, there have been three USS Salems; A cruiser that was scrapped in 1930, a cargo ship that was used as a minelayer during WWII, and a heavy cruiser that was laid down in 1945, comissioned in 1949 and is currently a museum ship and the last heavy cruiser in existence.
If you mean the first Salem: No. KanColle is focused on WWII and they've never had a ship that was dismantled before then.
If you mean the second Salem: Probably not. It was a warship active during WWII, but had an undistinguished service, and I'm not sure what they'd do mechanically with a minelayer.
If you mean the third Salem: Doubtful, but not impossible. "The Last Heavy Cruiser" is pretty striking, but the fact her entire history was after WWII puts her pretty far away from KanColle's focus.

I wouldn't really see much of a problem with the third Salem since she was never armed with guided missiles and the WW2-era Alaska-class were still larger and more heavily-armed.

Well, KanColle has put in VERY few American ships (or foreign ships broadly) compared to the overall roster of ships available. Until they've literally put in every IJN ship, including friggin' supply ships and coastal defense ships, that's probably going to continue. KanColle seems to prefer ships that were sunk by the Japanese when they are putting in ships, at that. (Gambier Bay is basically notable ONLY for being sunk by direct gunfire, while they haven't put in Enterprise yet, and the only Dutch ship at all is De Ruyter, who is best known for the utterly humiliating sinking...) They're going to shut KanColle down before they get around to American ships that didn't even serve in WW2, and they're not shutting KanColle down any time soon.
The original comment on USS Salem was just referencing the "bewitching" comment.
