I will never understand why Towa is so unpopular. Given how amazing she is at singing you'd think she'd be at least on the same level as Watame but she has less subscribers than anyone in gen 4. In fact the only ones from Hololive proper who have less subscribers than her are Aki and Azki.

I think the answer is rather simple: lack of collabs. Same applies to AkiRose and Azki and arguably literally every other underrated Vtubers in existence.
I mean Azki also has amazing singing voice but with how she literally only collabs with Sora it hardly feels like she's a Hololive member, given that Sora also collabs with many other outsiders. On this front, Towa also has the disadvantage that despite being good at singing, she also doesn't do singing stream so often(compared to Kanata or Watame) so she doesn't give herself many opportunities to show off the thing she's actually good at.
Then there's also the choice of the games she plays. I like a lot of Vtubers, but I'm just never going to watch any of them play Apex, Ark or Minecraft especially because the games never gave them anything interesting to commentate on.
She has her fair share of collabs, if you look at her recent archives. She's good friends with with Kusunoki Sio, and sometimes plays Apex with people Nijisanji too.
Lack of singing streams is a reasonable point.
Game choice is personal opinion. FPS have their draw, and Ark is still highly popular in general.

My take is that momentum plays a massive part in popularity. You do solid, consistent streams when people are still giving you a chance, build up a loyal fanbase, and have word travel from there.
Aki and Towa both suffered from momentum-breaking events during the start of their careers preventing them from streaming and the effects show. Aki only really recovered after Ark and Mukiroze brought in a new wave of viewers to give her a chance (nearly TWO YEARS after her debut), so Towa is still doing fairly well in that sense, being only 30k behind fellow Gen4 member Luna. And that's not even mentioning the overall Vtuber community where there are literally countless people who can't even get to 5 or 10k because they never had the momentum of a pre-existing fanbase like Holo or Niji.

Yes, I do know that there still is a steady supply of people who do watch FPS, Ark and Minecraft streams, though what I am saying is content-wise, these games provide very samey substance from stream to stream. And that's not talking about the thousands of other Vtubers who also do streams of FPS, Ark and Minecraft on a daily basis.
Despite that Towa hardly diversify the games she played. Yes there were the occasional horror games or Hollow Knight, but it still doesn't change that 90% of her contents are limited to FPS, Minecraft, and Ark.
And yes, despite all that she still is already very lucky to have 170K subs in the world where other independent Vtubers struggle to make even 3K subs even though they are no less talented.
