Well, the amount of trouble these nuns cause I’m surprised they’re allowed anything. It tells me that they might not actually not be Catholic, and/or the fact that the head nun really is a saint, cause otherwise they would be very much be meeting the wrath of God’s children and his bestowed divine object of eternal discipline; the yardstick.

This isn't a Catholic school, but a nun monastery (well a church attached to a monastery, considering the priest). Kids that likely were left outside it, abandoned by their parents and are thus raised by the nuns. They will teach them how to be nuns, but they also likely expect some of them to leave once they are of age into the wider world, so they try to balance strictness with leniency.
At the very least, that is my guess on the matter.

Might also be that, despite all the troubles they cause, they're still good-natured kids, and their issues are more to blame on general clumsiness and/or cluelessness (like the one burning everyone's mouth with her pepper soup) rather than really trying to hurt people.
