So, if I'm not mistaken, I don't read Moon Runes, but the double-circle isn't an actual character and is just, effectively, a blank slate saying "fill it in with whatever you want?" In the case of this meme it means draw said character in an alternate style of your choosing?

That is correct. When reading it aloud, I've always heard it said as "marumaru" (which is essentially "circle circle"), but its just a place holder, really.
