From what I've heard (which is honestly not much, so take it lightly), Kashino can carry unique auxiliary equipment and can provide special buffs to the frontline she's in.
I may guess, she is a "backline" ship just like Akashi and Vestal.
But worse as she can't even repair which at least those two can do. Giving +1/+2 ammo depending on limit break for a ship that literally is dead weight is pretty awful. Especially since most maps if you're running double fleet won't run out of ammo, and maps with tons of enemies tend to have a resupply point on the map as is!

Not true at all. I don't even remember the last time I saw a resupply point on a map, those become real scarce real fast. Still, extra ammo isn't very helpful, a ship that actually does damage is better 99% of the time. Repair ships are already the worst ships in the game outside of very niche circumstances, if Kashino can't fight her buffs better be incredible.

And the problem with going all offense is even if you kill things faster, your boats recover none of their health, meaning they may wear down too much on higher chapters to finish, and repair ships are far from useless on chapter 13. They may not contribute damage to the /ships/ but they add AA to kill the massive swarms of /planes/ that will wreck you.

I'm 8 months late, but the firepower bonus is for 4 or more ammo, and it's only 10%. A good fleet can easily clear at least one more battle at 0 ammo (50% damage penalty), which if you're just trying to beat the map is all you'll need them to do in 90% of situations.
I play this game, I don't use repair ships. I'm not struggling. Yeah, they're handy for chapters 12/13, but there are plenty of ships that provide lots of good AA and help kill the things spawning all those planes. Repair ships are far from a necessity.

If you want healing, repair ships are not what you use for that. Their healing is minscule. You bring any one of the great healing CVLs if you want healing.

Every 35 seconds she does a significant full fleet heal, and as both repair ships do, provides extra ammo so you can fight more large fleets and gives 3 out of combat full fleet heals, enough to finish clearing. I have Perseus in my boss fleet, Akashi and Unicorn in my clearing fleet. I wasn't making a dent in 13-4 until I added them, my clearing fleet would run out of steam too fast, then, like magic...they had the endurance to do a full clear.

Man, I wish I had seen this 10 months ago. "Significant full fleet heal"? An Akashi fully geared for healing, at most, heals about 200 HP every 35 seconds, if she's geared for AA like everyone reccomends, it's less than 150. If you're using the squishiest destroyers possible, that's about 10% of their HP, for everyone else it's peanuts. For the average CA that's 5% or less. If you're S ranking those battles, you're only getting that heal at most three times a battle, which means taking as much as 105 seconds to clear. That's a long ass time to be in one battle, taking damage, and if you're not taking that long, then you're only getting one or two heals. If you're not S ranking those battles, your fleet sucks, and Akashi's bandaids are not going to help. You would be better off just bringing a second healing CVL.
I've already explained that any good fleet doesn't need the extra ammo in 90% of situations. They wouldn't need her repair kits, either. If you can't clear just one more battle at zero ammo, your fleet sucks. If Akashi is the change that let you full clear 13-4, it's 99% because of her AA, which is basically the only thing she's good for. No one seriously recommends gearing Akashi for healing, because she sucks at it, you gear her for AA, because she's amazing for it.
But really, it's obvious enough you don't know what you're doing, because you have Perseus, the literal best healer and mob clearer in the game, in your boss fleet. Literally the worst place she could be. The boss fleet should be doing no more than two battles, the final mob to reveal the boss if your mob fleet can't handle it, which raises several concerns on its own, and the boss. It should be front loaded with as much power as possible, healers don't belong there. You could've just stuck her in your mob fleet alongside Unicorn, and probably gotten similar if not better results.
