Do they explain why Van Gogh of all people is in the game now?
Probably for the same flimsy reason most "Heroic Spirits" get in nowadays, something something left a mark on history or something like that. Tbqh even just "left a mark on history" is probably more justification than most stuff that comes out of FGO these days but yknow

Apparently her real identity is Clytie from Greek Mythology. Van Gogh himself was originally summoned by the Outer gods to help them but refused and killed himself, and they for some reason really needed Van Gogh. So they found Clytie, who is unable to kill herself thanks to her own nature, thus making her the perfect candidate to give Van Gogh's spirit origin and replace him.
