Do note that if the person in question in claims they are transitioning but does nothing about it, they are not trans and just doing this for clout. Provided they are not nut other wise.

You do know that transitioning is a long, involved, and expensive process, yes? It is not something you just do. It can take years. It requires making a lot of difficult decisions, and not everyone can actually afford to do it. Not to mention, being transgender doesn't even mean you need to or ever will transition.
Sometimes just saying you're transgender is the most you can do. And in Shiki's case, he actually explains himself that he chose not to start medical transitioning so he could keep doing his job. Because he obviously wouldn't be able to if his voice changed.

I thought you needed gender dysphoria to be trans and that transitioning was the cure to it. You surely don't expect people to see a cute, feminine girl and think "ah, yes, this is a man"? Because that would be delusional.
Honesty the reasoning that they're not doing it to keep their job makes no sense if Shiki isn't even trying to pass as a dude when they are not doing lives, stage plays, etc. (long hair, wears feminine makeup all the time, skirts). And if they need to be stealth, there was no reason to announce it in the first place. So I think they're doing it for attention.

Not sure who the guy in question is, but if he's coming from being a woman, that'd mean the testosterone would cause the same effects as a boy's puberty. Most effects would have little problem... save for when the voice starts changing to that of a man. Cracking, deepening, etc. And the voice is the most important tool of a voice actor, meaning this would be career ending, or at the very least career changing.
As for it being a cure, transitioning fixes (many of, but not all of) the physical problems, but, at its heart, gender dysphoria is a mental thing. There is no real cure, only an increasingly expensive solution to the problem involving hormones you must take for the rest of your life (small fee if insurance covers, but can add up if not (about 10$ USD per month for estrogen and spironolactone, if memory serves (I'm M2F trans, but insurance covers mine these days))), gender reassignment surgery (used to cost about as much as a car. Not sure about the current cost, but probably cheaper than 10 years ago.) and a slew of cosmetic surgeries depending on how much you care about being stared at/judged everywhere you go.
Quite frankly, no matter what you do, you'll never really be able to 100% get over your issues, only forget about them as people begin to stare less and less. Transition helps, but it's just stitching up a horrible wound; the scars will remain even if it's allowed to heal.
