I mean, Russia kept their ex-Japanese destroyers for at least a while.
It's worth noting that the Matsu-class was a deliberately underpowered budget design that was meant to shore up numbers when Japan literally could not afford to keep up production of the larger Kagerou and Akizuki class ships. The Minekaze class from 1920 is arguably a stronger ship than they were.
