So the theory I shared has been disproven as per @blindVigil but perhaps Ceobe is onto something here.

Is Skadi actually dumb or is it just a fandom thing? Also, part of me thinks Cuora is going to lift it, but the other part thinks Popukar will probably come in if she fails and casually lift it.

From the material we have Skadi doesn't seem too dumb in the classical sense. Most of it seems to come from her going about things in precisely the way to make things harder for her in Knight's Treasure; which is more due to her personality flaws and intentional emotional distancing rather than intelligence.

I've seen a few jokes about her being absentminded from her guest level where she holds a lane by herself but that's not really "dumb" as there's plenty of very intelligent people who are just unaware of what goes on around them.

A bit of both. Skadi's behavior during the Grani event was... not something that inspired much confidence in her decision making and problem solving skills. She spent the entire time attacking both enemies and allies, and her reasoning for it was very unsound.

Amiya is with two meatheads and an airhead... and only the Doc is the most likely one to take em out

Is a fandom thing since Skadi attacks anyone who gets in her way and does a lot of colateral damage, Skadi actually dont care about her Squad members at all since anyone close to her died or got injured by the people from the Deeps.

That's not true at all, Skadi acts the way she does because she cares. The reason fans treat her like an idiot is because during the story, she spent almost the entire time attacking Grani with seeming intent to kill. Between that and her abysmal communication skills, Grani was constantly fleeing from someone who was supposed to he her ally.

Why was Skadi doing that? Because the object they were searching for was extremely dangerous, and only Skadi knew this, and she didn't want anyone else to get involved. She felt it was better for everybody if she handled the problem by herself. Instead of just explaining the situation and cooperating, she made everything more difficult for both herself and Grani for no reason, randomly attacking everyone whether they were against her or not.

On the bright side, there’s an idea for a future arc there. The GFL Base is closed down, and while waiting for the replacement to be constructed the GFL crew have to stay at Rhodes Island and Kancolle bases.
