Is that a Su-17 or a MiG-21, leaning more towards the Sukhoi but the art style isnt helping

I was ready to say it's an Su-17, but you don't see that ventral fin on the Su-17. That and a few other things suggests it's a MiG-21, so I'm tagging it as such.
