its probably Mamiya's side work.

If memory serves, apart from being a food ship, most of their officers were intel skubs that monitored radio traffic between ships as well as hopefully intercept any US freqs they can use

Not just the officers. Mamiya as a whole served as a spy on their own fleet to find out any insider job or anyone trying to have different thoughts on fighting the war.
