In story ignoring gameplay Amber is arguably one of the best Archer in the game.

In archery, yes, but they're using rifles here. Amber probably got knocked off-target by the knockback.

Venti: 10 bullets fired, 30 bullseye.
Ganyu: 10 bullets fired, 3 bullets bullseye, 3 bullets on target, 1 bullet off-target.
Diona: 10 bullets on-target, although in the record it's 10 bullets bullseye.
Amber: 10 bullets fired, 1 bullet off-target, target and wall destroyed by explosives.
Tartaglia: 10 bullets fired, 0 hits on target, somehow the ceiling destroyed by water pressure.

The knockback thing would have made sense with Fischl since she never gave off the feeling of being the type to have good physical conditioning.

Which is the opposite for Amber since between her and Fischl she's the one who if she isn't running around doing outrider stuff she's being sent to apparent search and destroy mission all by herself and her main elemental skill involves her throwing her explosive puppet around.

Not to say she's weak or something more like Amber gives off the general idea that she's the type to do actual physical labor while Fischl at times gives off the impression that she'll actively try and avoid stuff like heavy lifting.

But I guess I can be overanalyzing this a bit.

I would agree with Laser nipple here, if knockback (and thus realism with rifle skills) were taken into account, the results would be very different... It rather seems it takes the gameplay into account. Rathurue you listed the results, but they are supposedly based off their respective gameplay, like how Venti shoot 3 arrows per shot, and I suppose Ganyuu's messed up result combined with her "one shot" is the representation of her MIRV-like charged shot, etc... While I'm not sure as I'm not familiar with most characters here aside from Amber and Ganyu gameplay wise.
Anyway I'd expect something else for Machine Gun Amber
