She's gentle and cute, and has some silly habits like stalking the other girls in Minecraft. She's also one of the few actual idols of Hololive, compared to the rest who are only idols when it's convenient
Though really, you basically answered that question yourself. Entertainers don't need to be excitable memelords to appeal to an audience. She's not your type, which is exactly where her appeal lies.

Tokino Sora is basically Kamen Rider Kuuga. You don't believe me? Just look at all the similarities and you'd would be shocked.
She's a multi-talented cheerful girl who always does her best to put a smile on people's faces. Her greatest aspect is indeed her kindness, as well as being the one who has to shoulder the burden of a "new generation". She brought about a series of vtubers we have today, different from previous ones after picking up the belt, so to speak, from another predecessor in an epic battle against a tribe of evildoers playing a terrible game in the hopes of destroying all that is seiso despite being one/wielding the same power as them. She is the last hope for all that is good and seiso within the Holoverse. Fight on Sora-chan!! A new idol, a new legend! Cho Henshin! TOKINO SORAAAAAAAAAAA!
Plus a bunch of upgrades where she's all sparkly (Amazing Mighty) and covered in gold trimmings (Ultimate) that might grant her enough power to even destroy the world. She's also got her Gouram, a hot lady sidekick and her very own N-Daguva-zeba.
In all seriousness; Sora's streams are just comfy and fun. While it lack the chaotic energy of most Hololive girls, she's definitely wholesome and entertaining plus being a great singer whenever she does karaoke it's always a treat. Her recent streams with Azki has also got to be some of my favorites, since with most of her collab outside of Hololive you get to see a different side to her when she's with those of her equal(in a way) rather than when with most of her juniors who tend to hold her up on a pedestal (although there is fun in those too as well). Her recent endeavor in learning English is also damn cute.
Sora is normal (relatively speaking) and the closest thing to an actual idol, which if people who might have gotten used to the craziness that is Hololive, is a nice change of pace every now and then. She's like white bread, vanilla or ShibaFubuki. Plain and simple but very tasty nonetheless and a good reminder of what Hololive once attempted to be; beforeitgottakenoverbylunatics.
Another note is that Sora's original costume has a belt that looks like the Gorongis' (okay, not really. I'm just reaching here. It's actually similar to the belts from the Undeads from Kamen Rider Blade

Why do I like Uto so much then? A good chunk of what you're saying could be used to describe her and yet she's my favorite indie vtuber.
