You know, I always thought it was just a joke that nobody listens to Lucifer. But Judgement here seems to have some real animosity toward Lucifer. Which is really ironic considering that Judgement's teacher is best friends with Lucifer.

I think she's just staying in as much character as inhumanly possible. Only her judgement is final!
'Snake', as in 'the tempting snake' that lures Eve to eat the Forbidden Fruit. The Devil was also known and referenced many times as 'the old snake', so the context of Lucifer being called snake, is that she tempts Judgement away from her TV show.
One other factor to consider is that one of the other comics implies that Judgement is a fallen angel. And the fact Judgement's eyes bare a suspicious similarity to angel haloes, it's possible on some level she still sees herself as more angel than demon. Which would go a long way to explain the animosity here.
