I don't know about the practicality of the whole killing 20,000 Misaka clones thing for the Level 6 project. If Accelerator wanted to complete the task in one year, he would have to kill about 55 of them per day. Some short scene cuts seemed to suggest that groups of the clones fought Accelerator at some point in the project, but if later on he was supposed to have a 1 on 1 fight with each clone like in Railgun season 2, he would be fighting Misaka clones all day and night to stay on schedule! Well fortunately the project got cut short.

From what I see, the project’s result was dubious at best even from the researchers’ point of view cause while they had calculated and hypothesized the whole level 6 thing, even they were not sure if it was possible for Accelerator to reach that stage. While the clones fighting Accelerator was part of the project I wouldn’t doubt that they were also using those fights as a way to further train the latter clones since the Sisters were also used as soldier and other various military task, with the sister network transmitting all information among each other it could literally create super soldiers if at least in terms of human norms. Also, I had a feeling by the time we got to the sister Arc the whole sister project was already about to be scrapped since after Index destroyed their satellite it was impossible to do anymore proper calculation and they just didn’t really care anymore, letting the clones do whatever was already directed of them and just to see the end results if possible. From what I see, even Accelerator was tired of the bullshit cause it seems most cases he only engage with them when they attack him rather than actively seeking the sisters out.
Maybe I don’t remember it right, since its been so long, but was the idea suppose to be pushing Accelerator to a state of extreme combat to get to the next level? Cause if that was the case it was already of a failed plan since they stated themselves even if Misaka herself fights Accelerator on equal ground for the next 100 years it still would be impossible for him to reach level 6, which was why they were using an excessive amount of the sisters but even then it wasn’t consider anything to be a fight cause they were still too insignificant to match him in anyway (him showing surprise when 10032 actually using some strategy on him and even lasting so long told me how most of the fights before was literally just him blowing them away in matters of moments like stomping ants so it already invalidate the idea of extreme combat.) You can’t be pushed to the limit if your opponents themselves never stood a chance to begin with, with no possibility to harm and hurt you in anway cause otherwise it would have been easier and more beneficial to just put Accelerator in one place with all 20,000 Misaka and have him kill them all at the same time.
If I remember correctly, the 1-0n-1 fights were to slowly build up experience for the Sisters to reach the same level of combat experience as the original Misaka, through sheer brute force numbers. Think of how AlphaGo bested the rank 1 Go professional Ke Jie through sheer brute force algorithm learned from training on countless games against human players. In AlphaGo's instance, it had the leeway that only a computer program had - being able to collate multiple instances of games from multiple games it could play at once and forming its most optimal strategy, thus crunching 10,000 lives' worth of experience into as small a time as possible.
