If by related you mean she's the same species as Aya, Hatate, and Momiji, then yes. All Tengu live together on youkai mountain. She might be a different caste, though.

She look like a superior tengu, probably she has more rank that Aya, Hatate and Momiji
Or she is from other clan or area of the mountains
Hatate: Purple Tokin Aya y Momiji: red tokin This tengu: blue like color tokin
Only wait the translations of: manual, boss info txt and endings
She's the Daitengu in charge of all the other Crow Tengu, which makes her Aya and Hatate's boss. She's a higher rank than Momiji too, but she's in a different jurisdiction, on account of being a Wolf Tengu and all.

This is according to Akyuu in PMiSS. I'm not sure if this is the actual hierarchy, or just the order Akyuu chose to list them in.
Looks about right at least in PMiSS regard.
Decided to wiki/google a bit, and Hanataka Tengus are those long red nose ones (standard tengus in a lot of pop culture stuff), while the Yamabushi has no notable description, though their name either makes them monks or "mountain dwellers".
I stand corrected, Yamabushis (after finding the exact info), are the "red nosed monks". Now I wonder how the Hanataka will look like (as they are also called Long Nosed)
