Did the artist forget to finish this or is it like that on purpose?

empty panels like that are often used to show the passage of time, but in this case it's more of a way to prevent you from seeing the punchline to soon.

It's still Soul-Crushingly Depressing even after seeing the last panel, it leaves me uneasy and sad.

It's never been mentioned/implied, but since Sakuya is a human while Meiling isn't, she'll more likely die of old age long before Meiling.

Meiling is possibly a Rainbow dragon of Chinese mythology. I don't remember the name, however.

Sakuya could be a Lunarian, which would make her effectively ageless. Which would be handy, given that her time-stopping would otherwise make her age to death that much faster compared to normal humans.

Time stopping is only her most common/noticeable application, Manipulation of Time and Space is her true power. Apparently she can specify what speeds up and slows down, considering she can still move normally when time has stopped and will sometimes use her power to speed up the growth of garden plants and the like. It should be well within Sakuya's ability to halt her own aging.

The problem with that is that "aging" means her own "time". When she is "stopping time", she is functionally speeding herself up relative to the rest of the world. If she were to then slow the aging of her body, she would have to slow everything about herself down to match.

Sadly, the only solutions are to either pay a visit to Dr. Yagokoro, or resign yourself to fate, and get Sakuya to have a child one way or another so that you can make it a family line of Izayois.

I don't really understand what's so sad about getting Sakuya to have a child. It seems like a rather interesting proposition, don't you say?

Assuming a linear progression of time, that is. Vague hints about her origins and an even more vaguely defined range of powers aside though, nobody really knows the full implications of her temporal manipulations aside from being a damn good maid and saving a ton of money by recycling stabbing implements.

Although, it is kind of ironic that a lot of direct time manipulators in fiction still haven't found a reliable way to stop the aging process. You'd think that'd be #1 on their list of things to research.

I thought I heard something about Sakuya using her time manipulation abilities to slow her own aging; I'm going to guess that means that when she isn't stopping time, she controls how quickly her own cellular metabolism operates. The net point is that while she DOES age, it's at a very slow rate. No way she's outliving an immortal like Remilia, but she's still potentially on par with youkai.

Every major character in touhou is eternal, immortal or otherwise ageless and those that aren't have the capability and high probability to become so.

Not to mention every single form of the afterlife is literally right next door in gensokyo. So even if they do manage to somehow die they'd just join the ranks of the other ghost characters. Sorry to burst the melodrama crowd's bubble but the only way any character is leaving this series is through retconning.
