But hugging her would be considered bullying by her, especially if it’s by multiple people, as you suggest

Obviously you don't drop them on her all at once, you have to slowly acclimate her to the idea of hugs. Preferably while not hitting her trauma buttons.

Trying to change her in that way would also be classified as bullying.
