If it was posted not long after his death was announced, or during the anniversary thereof, then yes.
It was posted two months later, usually somewhat late for a Memoriam piece. But Kouji Tsujitani voiced the character (Bernard Wiseman) whom G-Spring is 'pantomiming' here. This series takes place during December, so December (usually starting the second week) is often referred to as the "season for Pocket War" by some Gundam fans.
The specific scene that is alluded to here takes place on Christmas' Eve (in the Pocket War series), the same day this post was uploaded on Twitter. So sometimes Pocket War is also regarded as a "Christmas" movie (though some Gundam fans watch Endless Waltz instead).
So it would make sense to post a Memoriam piece to Kouji Tsujitani on the 'anniversary' (well, in the Gundam universe) of one of his famous works (the anniversary of his character's death as well) immediately after his passing away. A lot of the Twitter posts also mention Tsujitani. I also couldn't quite figure out WHY the Goddess would be crying here... unless it is about Tsujitani, which is why I thought this is a Memoriam piece. But I'm not 100% sure.
Edit: Wait, now that I think about it... she could also be crying because Pocket War season is going to end soon?
