Not necessarily. Though Mokou is often drawn as the masculine one, she's in fact pretty feminine in both canon and lots of doujin portrayal. On the other hand, Keine is the one who has slight masculinity and somewhat dominant and outgoing qualities. So sometimes Mokou becomes the bride and the submissive one.
...Not that this one doesn't seem out of place to me. But that butterfly ribbon on Mokou's hair is pretty nice touch.

I see. I'm so use to seeing Mokou being the aggressor, I just assumed that she was always the man in the pairing.
