The species with that name I'm most familiar is very poisonous and definitely not something to be making tea from. https://en.wikipedia.org/wiki/Apocynum mentions A. venetum being used for tea in China, but the page for A. venetum itself (https://en.wikipedia.org/wiki/Apocynum_venetum) only mentions its use as a treatment for high blood pressure

Original mentions "rafuma", which is A. venetum, traditionally brewed as a herbal tea in China and some other East Asian countries.
It is still... technically poisonous in a sense, but I think people have been drinking it in tea form for millennia without any major issues. Unless one has preexisting issues and tries to mix it with other medication, though even the innocuous grapefruit is worse in this regard.

Herbal tea brewed from A. Venetum, the sword-leaf dogbane. Used for medicinal purposes; not as poisonous as the other dogbane that people from the West might be familiar with.
