Why are tags like 'ass' and 'breasts' used when they're not even visible? It's the equivalent of 'penis' being used, when there's only just a small bulge. If anything, those tags aren't very work-safe for non-explicit and non-questionable images for safebooru.

Because an ass remains an ass even when it's not naked. Same with breasts. But a penis becomes merely a bulge when it's hidden.
