its unusual because her hair is brown, and it makes me think people are looking at bad quality vhs tapes that have some level of film degrading.

The artist is not mistaken. Alternate hair colors, eye colors, hairstyles are what the artist decides works best. Personally I like the red hair and eyes in this image.

Are you the artist? Did you get some kind of e-mail stating any of that? No. I thought as much, if someone colored George Washington's hair red, you'd say his hair is the wrong color, same difference here. The original artist created the character with brown hair and eyes, if another artist colors it differently we use alternate hair and or eye color tags. Also no one said anything about it being mistaken though it still technically is, pointing out something that is not canonical is just that, pointing it out making others aware.
