Looks like Golshi's responsible. She just palmed it off to Tachyon without realizing what she yoinked.

Building off from this, Naval Base likely knew someone matching Golshi's description was responsible so they sent KTKM to retrieve the Button of Tectonic Doom. They checked Golshi and several other umagirls who match her general appearance, but were unable to find the button since Golshi has already given it to Tachy. Oh boy...
