This work of mine doesnt even look good to me. I dont know why this got approved rather than the waitress outfit(https://www.pixiv.net/en/artworks/91453100) which looks to me, is the best one I have made so far.

Danbooru has very strange standards, and it doesn't help that they're all subjectives and approvers are never required to justify their decision. In some cases, a good artwork will be rejected while a lame picture full of shitty reddit memes will get approved. You gotta pander to the right demographic, so I guess you'll have to take your waitress drawing, and add some bullshit maymay to it, like "ok boomer" or "kinda sus".

Well, the approval system is human based, not an algorithm. It depends on luck of someone finding the work and deciding to upload, then an approver seeing it and finding it good enough for approval. Sometimes it just happens that sometimes good works fall trough unseen and not so good works draw enough attention.
For example, the waitress outfit you linked is quite good, but it isn't in the deleted pool, so it might not been uploaded. Doesn't mean nobody like your work, it just, well... happens.
