    I think it's because this reminds of the tsubasa reservoir chronicles arc with the acid rain and ruined buildings. I forgot what it's called though.

    Then again, the place is supposed to be a desert instead of being partially submerged in water. But the skyscraper is more than enough to remind of the ruined skyscraper from that arc.

    The CLAMP feeling is because this looks like the Tokyo Diet Building, which CLAMP is fond of.... destroying. They do have a pic like this from their X/1999 days -- an overgrown, flooded, crumbling Diet Building. I have it in my desktop collection somewhere.

    Looks like the window washers were only concerned with keeping one of the towers clean.

    I would guess that the clean one is the tower that gets more sunlight, but we can clearly see the sun shining on it. Maybe the plants that have colonized the building thrive in shady, or at least less illuminated, areas?
