Latter was IIRC because some alleged Yakuza figures attended one of Kitasan's commemorative parties. (IIRC the NHK one was the other way around; he attended a party alleged to be hosted by a Yakuza group.)
JRA actually bans Yakuza* members and people "personally acquainted with Yakuza* members" from being a JRA registered horse owner. Enforcing/interpreting the second part is tricky though. Also the specific word they use is "organized crime group member" (literally "violence group member"), which itself also has some arcane technicalities involved (some 'Yakuza' groups are technically legitimate, basically).
Both scandals were cleared up later, though there were a lot of hush hush stuff involved.
