She's tagged as andro because Naoto is andro, even if the art in the picture is not.

We only supposed to tag what is visible in the image, so that's not proper justification.

Yes. While this isn't cleavage, she obviously IS a she in this picture as opposed to, say, post #470847. Androgynous only applies when the gender is not (easily) discernible without prior knowledge of the character. Tag only what you see.
