Technically it's "selective coloring" but I don't think it's a tag.

I think in this case, we usually apply monochrome, no?

It would be "selective color"
Only these pics didn't start out as colored, then converted to B&W. They were already B&W

There's a spot_color tag that I've seen and made recent use of. Does that help?
