It happens IRL, fraternal twins can have different fathers. In their case they could be twins in that biologically they're the same age and both of them really do take on in looks from mommy EVA2 with Fuyutsuki trying to make Shinji a Yui trap. Besides if they're twins then all their scenes from TV and 2.0 in particular are then twincest.

Half-sister would be more accurate, seeing as Rei is part-Yui Ikari and part-Adam. Rei and Shinji only share one parent in common.
Um I guess that could be the right way of looking at it, but did you ever look at my last post? Twins can have different fathers, and R&S seem to be the same biological age and have dominant maternal genes. And the show never states what Rei's genes were recombined with, although Liliththat giant marshmallow in the basement isn't Adam is implied...
