I don't believe this is Shuten because the breast size doesn't match. The detached sleeves don't match her magical girl form either. The Korean commentary says something about a magical girl but that's all I got from Google translate.

@Insanity_Demon So there was a comment between a user and the artist that seemed like a question and and answer. I asked my Korean friend to translate and it basically goes like the user asking if it's Shuten and the artist saying it's somebody very similar.
