Now, this is the case where I would say "no, if the cat was domesticated and fed properly" but cats are dastardly feral by nature and will chomp on ANYTHING when it's outside of your view. Those things includes rats, small insects (yes, cockroaches, flies and spiders do count), trash and other things. Not to mention their barbed tongue is a natural shelter for germs.
