Why is this not tagged as NTR when the author has labelled it as such?
The rule is always 'Tag what you see, not what you think/know'. Since there's nothing indicating there's NTR in play on the picture itself outside of the artist's commentary, the tag was not added.

The fact that the artist commentary explicitly says it has NTR in it makes tagging NTR on the art justifiable.
