Is there a name or tag for this kind of side cape?
I think the nearest equivalent is the paludamentum, a type of cape worn by Roman generals which fastens over one shoulder and hangs down over the other. This isn't quite the same thing but all of my next guesses refer to other things entirely (chiefly the capelet, which is a very short cape worn over both shoulders).
