It's a retry function, if you failed a mandatory race goal, you can use the clock up to 3 times per training session, the first time using it of the day is free ie doesn't consume the clock. In the story, the Trainer will suddenly be woken up by an alarm clock and realize he/she had a nightmare about their uma losing the day before the race.
The reason why using the retry works is that the race has a lot of RNG-based factors, there are chances some skills failed to trigger or your uma get boxed in, both cases putting them at a disadvantage. Retry the race might give you a more favourable RNG and wining it. Of course, if their stats are too low, they are still more likely to lose anyway.
