You linked to the artist's Pixiv post, so you obviously know who the artist is, therefore there's no excuse for not tagging them. Follow the instructions in howto:artist instead of offloading the responsibility onto other users.

@0F5654E9AC9AB9AAD5B9, creating artist tags has nothing to do with post approval. Unapproved posts need artist tags too, so please do it right away.
