Right. Both The World and The Fool can be considered the 22nd card, actually. Twenty two is also a very symbolic number in general when it comes to numerology - it's a master number. To quote a few of my numerology sites and sources, it "symbolizes the end of a cycle, and for the man, the end of the obligatory reincarnations on the earth." People who are linked to the number 22 are "said to find themselves feeling as if they live in two worlds, one which is overwhelmed by the mundane, and the other by the fantastic."
