The thing that I am seeing is that not only that but a lot of parts like bolts and what not are worn as well which indicates Russia has been neglecting the production and replacement of a lot of more technical parts. Which means if they already couldn't replace these parts before the invasion, they probably can't do so after losing so much materiel.

Was an article I read that was mentioning that some of these issues could be due or exacerbated by Russia pulling off those military exercises before the invasion. By doing that they were already wearing out their equipment before the invasion and then immediately pushed their forces into action without any time to repair and maintain what they had been using.

The military exercises are going to be needed to be done since you need to practice, Marshall and set up your forces for an invasion. Really their exercises were just a build-up so I can't see that being a factor on its own. Even if Russia does a Spring Draft, if they are forced to the border or to Eastern Ukraine they are just going to be putting more materiel and bodies where they can't do anything.

A more pressing reason is that, even though Putin allocated billions to modernize the Russian military, the vast bulk of it went to buying the oligarchs bigger yachts while they just cut what food was allocated to the soldiers or kept rations seven years past their expiration date so that they could pocket the difference. The same people who embezzled all the money to maintain Russian vehicles are the ones now lying to Putin that the war's going just great and they've totally already conquered Kyiv, don't believe those Western Lies!
