Where did you get this from? In Touhou a Celestial is someone who did so many good deeds in life they get an auto-pass to heaven before they even die (like achieving enlightenment/Nirvana). Its just that Tenshi's entire family did so much good that they all recieved an auto-pass, including Tenshi while she was just an innocent baby! That's why she's a brat. She never grew up into someone who had truly earned heaven, and because she has spent her whole life in heaven she has no idea or appreciation for how good she has it!
