It was part of a fake spoiler a while ago, presumably on 2ch or 4chan. I'm still catching up with One Piece but I believe someone called Ivankov can change the gender of people since he ate the Horu Horu Fruit (the Hormone Fruit); I'd guess that was what was meant to have lead to this supposed event.
Would Luffy have even cared if this happened? I'm not the most familiar with One Piece, but it seems like he's more the sort to be concerned by hurting his comrades than being Ranma. (And as a bonis, it makes the ending where the eponymous One Piece is a swimsuit all the more useful.)

Emporio Ivankov, also known as the "Miracle Man", is the former king/queen of Okama Kindgom (basically the island where Sanji landed,"Travestite Island") and also an old Nakama of Draon (Luffy's father). He possesses the Horu-Horu no Mi (Hormone-Hormone Fruit) which allows him to change EVERYTHING in a person: height, weight, skin/hair color and even GENDER.
Soon after he appreared, some fake spoilers where he transformed Luffy into a girl in order to go undetected were released.
