Tbf, the first page implies this goblin was one of the exemptions to the rule considering he banished/hated by his own kin.

Saw a translation of this set: The goblin was cast out from the others due to being able to speak human language, and humans of course saw him as "just a goblin." Ended up coming across the baby, and was about to kill it until it smiled at him (the first thing to ever do so), so he instead decided to raise it. In the end here as he's injured and dying, goblin-papa figures that his life's purpose had been to raise the... demon lord? (The translator used "Lord of Cinder" as the grown kid says that he'll burn down the world that scorned their father)
