No, it's just her own sidestory/version of one of the final episodes.
Well, watch the Anime again, till the end. If it was translated right it will sound like (give a faint clue at least) lulouch is the guy on the carriage with C.C. My interpretation? He doesn't die, what gives meaning to the last C.C. dialogue, and Nunally knows, hell she is the figure behind that tsuru! Oh man, huge spoiler
Actually, the word of the director in other materials is that the above is wishful thinking, and all only in the realm of fanfiction. Unless you're talking about Nightmare of Nunnally, which treats the main CG universe as fiction, and Lulu technically is alive but still 'dead' to everyone else for all intents and purposes due to his nature as the Demon King.

the thing everyone cites as the director saying
leouch is dead
is usually mistranslated as
"Lelouch met his end"
or something similar where the actual translation is
"The story of Lelouch is at an end"
or something sounding more like them
confirming there wouldn't be more to code geass involving Lelouch past that point, it never once said Lelouch was dead actually, at least I never saw it say that, it said he "died" but it also says that Charles and C.C died as well which they had to to become immortals,
they left it just as ambiguous as it has always been
